Chinese body which is regularly consulted by the Secretary of
Chinese Affairs. The Grdinance represents a compromise between
the total abolition view and the view that the penalty should be
retained for some purposes.

The principle upon which the offences specified in section 3
were selected was that the punishment should be confined to certain
cases in which it seemed specially desirable that convictions should
be advertised and made as public as possible.
5. The proviso to section 3 of the Ordinance provides that in the
case of a summary conviction no sentence of stocks shall be carried
into effect until after the expiration of seven clear days from the
date of the conviction. This is in order to give time for an application for re-hearing or for leave to appeal.

Section 4 provides the machinery for getting the offender out of gaol for the purpose of the infliction of the penalty of stocks, and the machinery for returning him to gaol,

Section 6 repeals the section of the Magistrates Ordinance under which the penalty of stocks was formerly imposed.

In my opinion this is an Ordinance to which His Excellency the Governor may properly assent in the name of His Hajesty and
on His behalf.
